Scott County MOVANS Release Coverage
Missouri’s operative service is the Missouri Victim Automated Notification System, or MOVANS. The current MOVANS portal provides separate search paths for local jail and detention records, MODOC offenders, and Missouri court events. For Scott County Jail, choose the local custody route. For a sentenced person held by the Missouri Department of Corrections, choose the state corrections route. A court registration follows a case rather than a jail booking.
These layers answer different questions. A local jail custody event concerns Scott County Jail. A MODOC result concerns state incarceration or active state supervision. A court event can show a bond order, judgment, or later docket action, but it does not certify when jail staff completed release. Scott County’s live JailTracker remains a current-custody roster, not a release history.
A court registration is useful when the custody question turns on a Scott County case. A bond order, dismissal, plea, sentence, or probation event may appear there. Still, another hold can prevent release after one court acts. The jail record remains the source for the completed county custody event, and the receiving agency controls the next record after a transfer.

Search One Scott County MOVANS Record
A reliable search begins with the last known custodian. Do not use the MODOC option merely because the person was arrested in Scott County. Someone held only in the county jail belongs in the local-jail search. A person transferred to a Missouri prison belongs in the state-corrections search. If custody is uncertain, use the official record that names the receiving agency.

- Enter the name, identifier, or case details requested by that search area.
- Narrow the local query to Scott County when the portal offers an agency or location choice.
- Compare the displayed identity, agency, and case or offender details. Similar names are not enough.
- Open the correct record and read the status and timestamp in the context of that agency.

Note: Search each person separately and verify the agency because a transfer can end county custody while another custodian still holds the person.
Scott County MOVANS Release Results
A selected result should supply enough identity, agency, and status context to choose the correct record. Exact live field labels can change, so they should not be guessed. The practical task is to distinguish an identifier from a custody event and to read the event’s source before drawing a conclusion.

A released alert means MOVANS recorded a change. It does not by itself show that all holds cleared or that the person returned to the community. Scott County Jail can confirm the booking end and disposition. A county booking record can also distinguish bond, time served, court order, or transfer.
Register Scott County Release Alerts
Current local-jail users register on the selected person’s record for SMS text or email. Registration is tied to a specific record, so selecting the right Scott County person and agency comes first. Court and MODOC registrations use their own portal paths and may cover different events.

The current accessible state directions do not document a four-digit PIN for this new local-jail SMS and email workflow. A PIN should not be added based on old brochures. MODOC victim-specific notices can include custody location, parole hearing date, scheduled release, release to community, escape, or death depending on eligibility and registration. Scott County MOVANS Changed in 2026
Missouri changed local-jail notification on May 6, 2026. The DPS transition notice says local jail and detention users had to create a new registration in the current MOVANS portal. Local-jail phone and VINELink-app notifications ended. SMS and email became the current local methods. Existing court and MODOC text or email users did not face the same migration rule.
Scott County’s own crime-notification page still describes an older phone and email process with a four-digit phone PIN. That material is legacy guidance. The same is true of the old brochure that discussed repeated calls, the toll-free phone line, and PIN plus pound-sign confirmation. Those details help explain conflicting search results, but they should not drive a new local-jail registration.
Missouri DPS also states that MobilePatrol and Missouri Sheriff Connect are not affiliated with the current notification service. Scott County’s sheriff mentions a free mobile app but provides no usable store link, publisher, or current feature list. Do not substitute an app from another Scott County or assume it carries Missouri release alerts. The state MOVANS portal is the verified registration route.

No Scott County MOVANS Result
A no-result screen is not proof of release. Missouri DPS warns that a local jail may be offline. The person may also be listed under another spelling, attached to a different custodian, transferred, or outside the selected search category. MOVANS support is available at 573-526-1929 or movans@dps.mo.gov on weekdays from 8:00 a.m. to 5:00 p.m.
For Scott County Jail, call 573-545-3525 or 573-471-3530 and ask whether the booking ended as a release or transfer. For state custody, use the MODOC active search. Remember that active results include probationers and parolees but exclude final discharges. Historical state status may require MODOC’s nightly Sunshine data or a narrow request. Scott County Release Alert Limits
MOVANS does not replace the Federal Bureau of Prisons, ICE, or U.S. Marshals sources. A federal sentenced prisoner should be checked in the BOP locator. Immigration custody belongs in the ICE Online Detainee Locator. A Marshals pretrial matter may require the federal court docket or an official district inquiry. Scott County has no verified federal prison or dedicated ICE detention center, but a county transfer can still lead to one of those systems.
Several terms also need care. A transfer alert means the custodian changed; it is not a community release. Release from prison to parole means the person remains under state supervision. Final discharge ends MODOC supervision and can remove the person from its active search. A scheduled release notice is prospective and can change. An actual county release still needs the jail event or booking record.
Scott County also maintains a sex-offender registry, and the Missouri State Highway Patrol has a statewide registry. Those tools cover only people with a legal registration duty. A registry record can remain visible after custody, but it does not state the general jail release date and cannot substitute for MOVANS. People without a registration duty are outside that system, so registry absence has no broad release meaning.
A court event and a custody event also require separate reading. MOVANS can search Missouri court events as well as local detention and MODOC information, but a bond order or dismissal on a court record does not by itself prove that jail processing is complete. Another warrant, detainer, or transfer order may still affect custody. Compare the agency name, event type, and timestamp, then ask Scott County Jail for the booking disposition when the person was held locally. For a state prisoner, direct status questions to the caseworker or field officer shown through MODOC channels.
Historical research needs a different path. The MODOC active portal excludes discharged offenders, while Scott County’s roster has no published release archive. A MOVANS alert can help mark a recorded change, but the county booking record, MODOC Sunshine history, or court disposition supplies the durable record. Preserve the person’s full name, date of birth if known, booking or DOC number, agency, and approximate event date before contacting a custodian. Those details reduce mistaken identity and help the office locate the correct custody episode.
Federal alerts remain separate. The BOP locator can show a federal release date and a location of “RELEASED,” while ICE’s locator includes current detainees and people released from ICE custody during the prior sixty days. Neither result describes a Scott County Jail release unless the county record first identifies that destination. A U.S. Marshals matter may require the federal docket or an official inquiry because no comparable public historical locator exists.
